Our organisation works with Young People (15-20) and tries to give them opportunities to take an active role in society. They would take part in citizenship programmes such as anti-racism, community pride etc. We encourage Young People to be open-minded and innovative in their thoughts and work. We allow Young People to develop a sense of social conscience in a safe, comfortable environment. We work in a non-confrontational method. We have forged strong links with other service providers e.g. springboard Opportunities in Northern Ireland, as a tool to move Young PEople on into training and further education in the issues, such as conflict resolution and Youth Work.

KILTY CASHEL DEVELOPMENT COMPANY LTD -Geographical Area Kiltyclogher is a small village (population approx. 250) in Co. Leitrim, a ½-mile from the border with Co. Fermanagh. Cashel is the rural area that lies immediately on the northern side of the border in Co. Fermanagh with a population of approx. 340. The area that encompasses Kiltyclogher and Cashel formed a natural unit in spite of the fact that it spanned two jurisdictions. Farming, commerce and social activity involved daily interaction across the border until the closure of border roads in the early 1970s. From that point onwards, it was necessary for people to travel over twenty miles to go from Kiltyclogher to Cashel, normally a two-mile journey.

Both communities were already suffering from depopulation and the effects of agricultural decline and almost a quarter of a century of severely restricted access has accelerated the decline of both Kiltyclogher and Cashel, in spite of the efforts of community groups on both sides. However, the easy interaction between both communities up until the closures meant that there was a reasonable joint population that could support and enjoy social and business activities. In effect a whole generation has grown up without the opportunity to engage and co-operate with their neighbours over the border. This obviously also left a huge gap in the local social network. The Kilty Cashel Project In 1999 the Kiltyclogher Community Council in Leitrim and the Cashel Community Association in Fermanagh applied successfully to the PEACE 1 Programme for funding towards the employment of a development worker for this cross-border area. The role of the Development Worker was to undertake some groundwork; in terms of bringing the two communities back together after having been separated from each other for over two decades due to the troubles.

Through mediation and a number of joint activities in the years 1999 – 2001, both communities developed a better understanding and progressed their relationship in a very positive way. Many joint cross-border initiatives were launched, including a Pilot Social Housing Project, Active Retirement Joint Groups, Joint Youth Work, etc. In 2002 Kiltyclogher Community Council and Cashel Community Association, applied to the PEACE 2 Programme for funding. They were awarded funding under Measure 5.3 Developing Cross Border Reconciliation and Understanding of the Programme for Peace and Reconciliation in July 2002. The project commenced in October 2002 and lasted for 15 months finishing in December 2003. Continuation funding was awarded for the period to December 31, 2005. Further Peace Extension Funding was awarded up to December 31, 2007. The Kiltyclogher/Cashel Development Company Limited was formed in 2002 with the objective to stimulate economic activity, to enhance the social conditions, to develop jointly cultural activities, to develop new and strengthen existing cross-community relations, and to promote a better understanding between the communities, through the involvement of local people from both communities, all with the main aim of making the greater Kiltyclogher/Cashel area a better place to life and to work in.

The Kilty Cashel Development Company Ltd. has devised a joint strategy Plan for the area and individual plans for Kiltyclogher and Cashel. The Strategic Community Development Plans were based around a community needs survey involving every household in the Cashel and Kiltyclogher areas. The plans take account of all views and needs of the community members. The following target areas were identified: Measure 1 – General Community & Cross-Border Development Measure 2 – Enterprise Development, Training & Job Creation Measure 3 – Social Housing Measure 4 – Tourism Development Measure 5 – Environment Measure 6 – Sustainability of Kilty Cashel Project To date the project has been involved in over 36 different projects and with over 20 different agencies. They have been successful in securing approx €1,124,265 in additional funding for the area. They are currently awaiting the outcome of further applications for grant aid for other projects. Some of the various projects are the Cross Border Social Challenge Project, Upgrade/refurbishment of Leitrim Lakes Hostel, provision of Public Parks in Cashel and Kiltyclogher, Rural Social Scheme, Installation of Stair lift, provision of Sports and Computer Equipment. This funding includes €237,315 Interreg Funding for the Cross Border Social Challenge Project, €478,414 Peace 11 Continuation & Extension for Kilty Cashel Project. The remainder €408,536 was towards Community led projects within the area of Kiltyclogher & Cashel. The project is backed by a strong, experienced, committed and representative management committee. They have recognised the need for professional staff to drive their plans forward and have appointed an experienced team of a project manager and administrator.

The Urban Service programme provided cross-community opportunities for young adults to develop skills and contribute to social change by participating in a 6-month public service activity.
